5. The ITIL Value System (40%)

This is the heart of ITIL and the heart of the exam — 40% of your marks live here. Everything from the earlier phases converges into one model: the ITIL Value System (ITIL VS), the engine that turns demand into value. If Phase 1 gave you the skeleton, Phase 5 fills in the organs. The five components — guiding principles, governance, value chain, management practices, and continual improvement — are how an organization actually, repeatably co-creates value. Give this phase the most study time; the exam certainly does.
