5.8. Evaluate External Business Environment Changes
💡 First Principle: Projects don't execute in a vacuum — regulatory shifts, new technology, geopolitical events, and market changes external to the project can invalidate its scope or priorities, and this task tests whether you continually scan for and respond to that external context rather than treating the project plan as fixed once approved.
Enablers: survey changes to the external business environment (regulations, technology, geopolitical, market), assess and prioritize the impact on project scope/backlog based on those external changes, and continually review the external environment for ongoing impacts.
This task is the clearest expression of PMBOK® 8's "Adopt a Holistic View" principle in testable form: a PM who only monitors internal project health metrics while ignoring an external regulatory change that just invalidated a compliance assumption is failing this task specifically, even if every internal metric looks green.
⚠️ Exam Trap: Treating external-environment monitoring as someone else's job (legal, compliance, executive leadership) rather than an active project-management responsibility. The 2026 ECO makes this explicitly the PM's task.
