5.2. Establishing Data and Infrastructure Foundations

💡 First Principle: AI turns data into decisions, so the ceiling on AI value is set by the data an organization can find, trust, access, and legally use, and by the infrastructure that moves that data to models and results back into processes. Foundations are invisible when they work and decisive when they do not.

Why care? Because data work is typically the largest, slowest, and least anticipated part of AI initiatives. Strategists who treat data and infrastructure as a technical afterthought find their timelines and budgets consumed by it. Those who invest early find every subsequent use case cheaper and faster.

The mental model is a city's water system. Individual buildings (AI applications) can be impressive, but they all depend on pipes (integration), treatment plants (data quality), clear rights to the water source (ownership and permissions), and capacity planning (infrastructure). Building more skyscrapers without upgrading the water system just creates more buildings with dry taps.

⚠️ Common Misconception: "Data silos only slow down reporting; AI can work around them." AI needs accessible, joined, governed data more than traditional reporting does; silos fragment context, block training and retrieval, and produce inconsistent outputs.
