8. HCP Terraform (~11%)

Everything so far works from a single working directory with the open-source CLI. HCP Terraform (formerly Terraform Cloud) is HashiCorp's managed platform that runs that same workflow remotely and adds what teams need at scale: shared state with automatic locking, remote execution, collaboration, and governance. This phase covers how HCP Terraform runs infrastructure, how the CLI connects to it, the policy-as-code governance features, and how work is organized with workspaces and projects. Keep the Phase 1 model in mind — HCP Terraform doesn't replace Terraform's engine; it wraps it with a platform.
