3.2. Agent Flows
💡 First Principle: Agent flows are the deterministic muscle attached to a reasoning brain. The orchestrator decides whether and when to act; a flow guarantees how — the same steps, same order, same rules, every run. Anything with compliance, money, or side effects wants that guarantee.
The exam's mental sort: reasoning, retrieval, and conversation are agent-side; multi-step procedures with defined logic are flow-side. Give the agent judgment; give the flow the checklist.
⚠️ Common Misconception: Agent flows are just Power Automate cloud flows renamed. They share the connector ecosystem and design vocabulary, but agent flows are created, run, monitored, and billed inside Copilot Studio (consuming Copilot Studio capacity per action), and are built to be invoked by agents. Existing cloud flows can be converted to agent flows — a one-way, solution-required migration that moves billing to Copilot Studio.
