4.4. Program Operations
💡 First Principle: A program's controls only run as well as the people and third parties around them are equipped and monitored to operate them — awareness, vendor oversight, and executive communication are operational disciplines, not administrative afterthoughts.
⚠️ Common Misconception: Program communications are often assumed to matter only when something goes wrong. Consistent reporting to executives on metrics, risk posture, and program maturity builds the ongoing support and budget needed before a crisis, not just after one.
These three operational disciplines — training the people inside the organization, overseeing the vendors and services outside it, and communicating consistently with the leadership above it — share a common failure pattern: each one is easy to treat as a one-time project (deliver the training, sign the vendor contract, give one board update) rather than the continuous, recurring practice the program actually needs to stay effective as people, vendors, and business priorities keep changing.
